Rising fuel prices means that the cost to transport that same food stuffs from one place to another has gone up, translating into a higher cost to the consumer when they purchase the food stuffs.
Let's recap- Rising fuel prices=rising transport costs= rising food prices.
NOT rising food prices=food shortages/rationing by all grocery stores.
